Becamex Tokyu signed a Memorandum of Understanding (MOU) with Outbound Axis Vietnam (OAV).

On September 3, 2025, BECAMEX TOKYU signed a Memorandum of Understanding (MOU) with Outbound Axis Vietnam (OAV), a platform operated by CastGlobal Law Vietnam, with the aim of promoting business and supporting Japanese startups in Binh Duong New City.

By utilizing BECAMEX TOKYU’s resources and urban development experience and extensive partner network, with OAV’s legal, operational and human resources capacity, the cooperation promises to bring comprehensive support to startups and business projects from Japan.

Cooperation goals:

• Ensure deployment space for PoC (pilot project) through infrastructure and space at Binh Duong New City;
• Drive expansion with business support processes from the pre-establishment stage;
• Co-create & connect through business networking programs and collaborative events;
• Unlock growth potential with support for standardized development roadmaps and long-term growth.

During the signing ceremony, representatives of both sides affirmed that Binh Duong New City is a potential environment thanks to its solid production foundation and modern urban infrastructure. In addition, the city also possesses favorable conditions to strongly develop advanced models such as Living Lab – an open innovation ecosystem model, putting people at the center of all activities and project construction. The cooperation between BECAMEX TOKYU – a unit with more than 10 years of experience in urban development abroad – and OAV is expected to not only help Japanese startups develop quickly in a new environment but also help turn Binh Duong New City into a startup hub in Vietnam.
